Togetic is a dual Fairy- and Flying-type Pokémon once available in 4-star Raids, now in 3-star Raids.
It is solo-able for high-level Trainers with teams consisting of top Electric-, Ice-, Poison-, Rock-, and Steel-type counters such as Raikou, Electivire, Metagross, and Rampardos. Lower-level Trainers or Trainers lacking proper counters should Raid in larger groups (2-20) to take out the Happiness Pokémon.

Togetic, once evolved to Togekiss, has a pretty solid place in PvP. With that being said, the ideal IV range you want for Great and Ultra League PvP are not obtainable via Raids (unless you trade Raid catches), so raiding it probably won’t be your cup of tea unless you’re a hardcore PvP fan and are willing to trade multiple times until you get a good PvP IV set. If you are going for the hundo for Master League, then this might be the raid for you.
